Public/Private fields are switched when creating a new "imported" repository

What does this MR do and why?

Descriptions for the radio buttons in the Project Visibility section for new projects are not accurate.

• Switches public and private
• Clears a console warning in the shared project fields spec file.

How to set up and validate locally

1. Attempt to import a git project via url at /import/url/new
2. Fill out the form, verify the project visibility level.
3. Select either private or public visibility and verify the description matches
4. If you import the project, you can check visibility level at <group>/<project>/edit#js-shared-permissions or by navigating to your project settings under Visibility
