Draft: Make all code line numbers min 24px tall
What does this MR do and why?
Make all code line numbers min 24px tall. This ends up meaning that each line of code has to be 24px tall, so the font size is also increased to normal body font size here (it was previously 90% of body font size, so this font is about 1.11x larger than before for snippets, diffs, file contents, blames, and job logs.
Addresses accessibility concern for clickable line number links.
