How to set up and validate locally

1. You need to have a group with Ultimate license.
2. Try to create a framework for the group, while creating requirement for the group by following steps in https://docs.gitlab.com/user/compliance/compliance_frameworks/#add-requirements, you will not find Fuzz testing control.
