Adjust the presentation of admin area link in new UI

What does this MR do and why?

This changes how the shortcut to the admin area is presented in the global topbar to feel more tightly integrated, rather than standout as an individual button. It also adjusts when the button is moved under the user menu from the xl breakpoint to lg.

How to set up and validate locally

  1. Turn on the new UI toggle
  2. Log into gdk as an administrator
  3. Try visting the admin area
  4. Impersonate another user/admin
  5. Verify no impact to the current UI
