Add sharding_key to abuse_report_assignees table definition

What does this MR do and why?

  • removes the default value of the abuse_report_assignees.organization_id
  • adds organization_id as sharding key for abuse_report_assignees table

Both is safe as we don't use this table yet and have 0 records in the database
