Make MR header fluid-width on changes tab
What does this MR do and why?
Removes container around the MR changes tab
Why?
When we made the changes tab content fluid width, we kept a container around the header so it would remain in the same place while users switch tabs. While this is a nice experience in theory, it looks kind of weird and buggy in practice.
Since we're experimenting with other UI changes, I thought now would be a good time to remove this hourglass-container situation and just go completely full-width on the Changes tab
