Draft: Hide deprecated pages

What does this MR do and why?

We're hiding few of the deprecated pages and currently adding a partial to handle these pages.

In this MR,

1. We're adding the partial as a part of this file contents.
   • https://docs.gitlab.com/update/deprecations/
   • https://docs.gitlab.com/update/breaking_windows/
   • https://docs.gitlab.com/update/terminology/
2. And we're also adding these files to be ignored in the argo_translation.yml file which ensure they do not get sent out for translation.
