Remove DAP health check

What does this MR do and why?

Even though we fix the DAP health check for self-hosted with !205832 (merged), we won't be able to backport it to 18.4 because the list_tools method was only merged in 18.5 and not available in 18.4

Backporting list_tools also to 18.4 to solve that problem is complex. Instead we will:

• Remove the DAP health check in 18.5 with this MR
• Backport this MR to 18.4 so that there will be no health check in 18.4 for DAP
• Revert this MR quickly in 18.5, so that DAP health check with list_tools can continue to exist in 18.5 release.

TL;DR:

• 18.4 patch version - will not have DAP health check
• 18.5 - will have DAP health check
