Draft: 539393 front end changes for pipeline skip window

What does this MR do and why?

This MR adds the frontend changes due to deployment limitations regarding the non-atomic deployment between frontend and backend for #539393 (closed).

This needs to be merged after the backend changes and one release after these were merged that.
