What does this MR do and why?

Optimize todo widget refetch behavior for homepage performance

Add similar event handling for todo actions based on context, currently there was a mismatch:

• Regular page: Skip refetch on snooze to maintain UI responsiveness
• Regular page: Immediate refetch on mark-done for instant feedback
• Homepage: Refetch on all actions for consistency

This MR ensures there's consistency in UX for both pages.

How to set up and validate locally

Numbered steps to set up and validate the change are strongly suggested.

Example:

1. Feature.enable(:personal_homepage, User.first)
2. Visit homepage, localhost:3000
3. Snooze and mark as done for todo
4. When snoozing, it won't go away
5. when marking as done, it will refetch.
