Add `organization_id` field to `fork_networks`

What does this MR do and why?

To support sharding of fork_networks, we have to do a series of MRs. This MR adds organization_id column to the fork_networks table. It also provides an index to the newly added organization_id column.

MR List:

  • Add organization_id to fork_networks, NULL, has no default, has a foreign key to organizations [This MR]
  • Add support in code for new column organization_id on fork_networks
  • Backfill fork_networks records with organization_id
  • Add the NOT NULL constraint to move closer to sharding goal
  • Add organization_id sharding key
