Add not NULL constraint to fork_networks

What does this MR do and why?

This MR adds the NOT NULL constraint on organization_id for fork_networks sharding key related tasks #522958 (closed). There's also the Postgres AI confirmation that we do not currently have any fork_networks with NULL organization_id
