Upgrade aws-sdk

What does this MR do?

This MR updates the Ruby version of the aws-sdk to support IAM Roles for Service Accounts, a new EKS feature that is supposed to replace kiam.

I believe this the only instance of the aws-sdk that requires an upgrade, let me know if I'm missing something.

Closes #34154 (closed).
