Show previous review state when a reviewer has been re-requested to do a review

Proposal

Iterate on the dash-circle icon to show the scenario when a reviewed has already happened and we should show the last reviewed state.

Relates to #538362 (closed), where the difference is that issue was looking at the merge widget. This issue is looking at the reviewers in the sidebar.

Background

In this MR the reviewer previously requested changes and then author re-requested a review.

When the review was re-requested this is what the reviewers section in the sidebar looks like:

It was not obvious why the merge check was failing since it looked like all of the reviewers approved or still needed to review (dash circle).
