Support for setting parent work items at namespace level with ancestor and descendent support

Summary

in #421611 (closed) we introduced the Parent widget for work items. Based on the comments here, there is additional work required to be able to support setting parents as group objects.

Additional considerations

• Include support for includeAncestors and includeDescendents param in Group.workItems and Project.workItems queries.
• Cover the case of when a user does not have permission/access to view the parent item ( #421611 (comment 1629262140))
