Add links to latest Merge Request in Environments Page and Environments Dashboard

Problem to solve

Users struggle navigating from Merge Requests to environment views to see their deployment or changes to an environment. We want to bridge the experience of an MR to the environment and environment page without having to go to the pipeline screen or job page.

User experience goal

As a user, I would like to navigate from my merge request in GitLab UI to my environment in the environment page to see details like monitoring, rollbacks, and related logs.

Proposal

Add a link to the relevant Merge Request and Commit on the Environments Page, and Environments Dashboard.
