Change build_info url. Fixes #1355

This is a small change that should fix #1355 (closed). Leaving in WIP status until some users test the changes and ensure they work as expected.

Note: The os_authType directive no longer seemed to work. Simply removing it makes things work just fine. I denied access globally for anonymous users and was still able to poll CI status when specifying a username and password.
