Get rid of cancel all jobs button in general jobs list view

Problem & Proposal

Let's get rid of the following button on the general job list view.

• It has no real need anymore, now that we have pipelines.
• Plus on the pipelines page, you also do not have a cancel all running pipelines button.
• I think it's pretty strange to be able to mess with everyones jobs in all pipelines on a project as big as gitlab community edition for example with a single button press.
