Get rid of general jobs list view

Problem

• With the introduction of "pipelines" the "general jobs list view" is no longer used. (Verified by @marin ).
• It provides to little context, compared to pipelines
• This now still takes up an important spot in navigation
• It also has a big red cancel all running jobs button. Separate issue created for that: https://gitlab.com/gitlab-org/gitlab-ce/issues/34665

Proposal

Get rid of the general jobs list view all together.

I created a separate issue to repurpose this view in a way that makes more sense:
