Create inspectable job list view of runner for everyone

Problem

It may be possible for a job to fail, because the runner is acting weird. However there is no way for a person to be able to inspect previous jobs run on that specific runner in order to verify this.

Proposal

Let's link the following text to a specific new runner subpage, where:

• There is no information visible from the runner, except the jobs it has run.
• You can only see the jobs you have enough permissions to see.
• There is a link available to manage and further inspect the runner for masters and administrators
