This MR updates the DOCUTILS_VERSION to use 0.21.2

note: the core change is Drop support for Python 3.7 and 3.8 as per release-notes

In omnibus-gitlab we're having omnibus-gitlab!8061 (merged), we're using python 3.9.21.
