docs: Introduce a glossary for Raft

Raft, although intended to be a simple consensus algorithm, has many terms which are used in various places. Adding a glossary can help reduce friction with regards to onboarding on the project. This MR introduces some Raft definitions along with Gitaly specific definitions in relation to Raft and Transactions.
