Draft: add state as a supported parameter

The endpoint supports the state parameter - https://docs.gitlab.com/api/group_access_tokens/#list-all-group-access-tokens

Added it as a supported option. This is the same change as the one for ListProjectAccessTokensOptions in !2170 (merged)
