Draft: Move id_tokens to .publish_chart_package
What does this MR do?
Move id_tokens to .publish_chart_package
.publish_chart_package runs the helm_push_oci.sh script
which uses Vault, so any job that includes .publish_chart_package
should have id_tokens set.
The publish_tagged_packages job failed in the pipeline for tag 8.11.2 for the patch release last week (see https://gitlab.com/gitlab-org/release/tasks/-/issues/19208#note_2490246140).
