Draft: Change Exact Code Search to Limited Availability

What does this MR do?

As we rolled Zoekt out on GitLab.com and has been running for quite a while, with improved UX, we feel we can announce it as limited availability . It will prepare us to remove index on Elasticsearch cluster for cost saving.
