Draft: Create runway framework files

Create scaffolding for importing topology-service-rest into runway.

Note: .runway/env-staging is overwritten when running make -B config.toml to copy the latest configs to staging for development purposes. If the configuration changes, this should be run and the resulting env-staging file checked in via git.
