Log Retryable Requests Sent to Topology Service

What

With this MR we're logging all retryable requests being sent to the Topology Service, logging encountered errors, and retries attempts, and if max attempts has been reached.

Why

As per #143, we would like to log every retryable topology service request and show how many times we've retried.
