Vagrant based IPython Notebook virtual machine provisioning

The conda-env-manager (cenv) is a tool for python-development inside conda environments. The conda environments are created and updated from the dependency-definition inside the meta.yaml file of the projects. Cenv itself is a conda-package.

Example service to demonstrate the usage of the ourobori-package.
