Fix bug where backups download would always be the most recent

What does this MR do and why?

• Fixes front end but where the backups download button would always download the most recent. Not the one you clicked on.
• Fixes bug where download button would show for snapshots folks.
• Resolves #628 (closed) #615

Take two backups try to download the older one.
