* Change sonobuoy cluster-config

To let the sonobuoy job run faster we use a different config with a
smaller cluster.

* Refine sonobuoy-job

Remove the unneeded reusable jobsection of sonobuoy
and put it into one job. That doesn't change any functionality, it's
just for cleaneness and readabilty.

* Remove "scheduled" from pipeline rules

This is not needed as we start a devel-pipeline on schedule.
