Black on black, poor on poor, and gang related violence are all terrible and do need to be dealt with and corrected.
But the issue is exacerbated by the fact that they do not feel safe calling the police. The entirety of violence, racial tension, and crime is fairly complicated an issue. The BLM movement is trying to fix one aspect of it, that people who are supposed to uphold the law target, harass, and kill a disproportionate number of black people, and that even police methods differ when the suspects are different races.
Whether you agree, disagree, or think certain aspects are debatable,strawmaning the opposition only makes you look like an idiot. Maybe if civil servants sworn to uphold the law were easier to hold accountable and actually punished for their misdeeds, BLM would shift their focus to other things.
But it's not like it's a "new" problem. Hell, it was a major focus of Tales from the Hood, as a silly example, and that movie is almost 20 years old.
