Hazard Mitigation Plans

To qualify for federal Hazard Mitigation Assistance (HMA) grants, State and County agencies must develop and implement FEMA-approved hazard mitigation plans, as authorized by §322 of the Robert T. Stafford Act and amended by §104 of the Disaster Mitigation Act of 2000 (DMA 2000), 44 CFR Part 201. HIEMA oversees the update process for the State Hazard Mitigation Plan, which occurs every five years.

Any project that is funded by federal hazard mitigation dollars must align with the State and applicable County Hazard Mitigation Plan and be identified as a mitigation action. For additions to the State Hazard Mitigation Plan, please contact the HIEMA hazard mitigation grants team at [email protected]. And for additions to the county plans, please contact the respective County Emergency Management Agency.


State of Hawaiʻi 2023 Hazard Mitigation Plan

The 2023 State Hazard Mitigation Plan identifies the major natural hazards that affect our State, assesses the risk that each hazard poses, analyzes the vulnerability of our people, property and infrastructure to the specific hazard, and recommends actions that can be taken to reduce the risk and vulnerability to the hazard.

The State Hazard Mitigation Plan also contains a description of programs, policy, statutes and regulations applicable to hazard mitigation.


County Local Hazard Mitigation Plans

The Counties of Hawai‘i, Maui, Honolulu and Kauaʻi also maintain Local Hazard Mitigation Plans (LHMPs). HIEMA reviews all LHMPs in accordance with Federal Disaster Mitigation Act of 2000 (DMA 2000) regulations and coordinates with local jurisdictions to ensure compliance with federal regulations.
