Raw bindings to liblzma which contains an implementation of LZMA and xz stream
encoding/decoding.
High level Rust bindings are available in the `liblzma` crate.

Note that "make dist" doesn't put this tiny file into the package.
Instead, the git commit log is used as ChangeLog. See dist-hook in
Makefile.am for details.
