A powerhouse group of innovators, trailblazers, and public service leaders has come together to form the National Committees of the 2025 Gawad Lingkod Bayani.

The Special Committee on Awards for Gawad Lingkod Bayan ng Pangulo and Gawad Pagasa, tasked to look for exceptional or extraordinary contributions of national significance, is chaired by Ms. Robyn Camille P. Mijares, Founder and Executive Director of Youth Uprising, with Ms. Louise Emmanuelle D. Mabulo, Founder of The Cacao Project, serving as Vice Chairperson. They are joined by CSC Chairperson Marilyn B. Yap; Chief of Presidential Protocol and Presidential Assistant on Foreign Affairs Reichel P. Quiñones; and Liter of Light Executive Director and Founder Illac Angelo A. Diaz.

The Committee on Awards for Gawad Dangal ng Bayan, which focuses on ethical standards and extraordinary public service, includes officials from the country’s oversight and legal bodies. Co-chairpersons are CSC Commissioner Ryan Alvin R. Acosta and former Acting Ombudsman Mariflor P. Punzalan. The committee is completed by Commission on Audit Chairperson Gamaliel A. Cordoba; Director IV Julius B. Japa; and Chief Presidential Legal Counsel Anna Liza G. Logan, both from the Office of the President.

Excellence in public service takes center stage as the 2025 Gawad Lingkod Bayani, the country’s highest recognition for outstanding government workers, is conferred during Pagpupugay 2025: Parangal sa mga Lingkod Bayani set on 28 January 2026 at the Malacañang.

President Ferdinand R. Marcos Jr. will lead the awarding of 24 individuals and six (6) groups whose exemplary performance, unwavering dedication, and innovative contributions to public service have advanced community empowerment, governance reforms, scientific breakthroughs, and national development.

Formerly known as the Search for Outstanding Government Workers, the Gawad Lingkod Bayani recognizes civil servants whose work transcends routine duty and inspires others to uphold the highest standards of ethical, effective, and people-centered governance.

A landmark collaboration between the Civil Service Commission (CSC) and the University of the Philippines (UP) Diliman formally commenced today, initiating the development of new Qualification Standards (QS) that will modernize how government agencies will recruit, select, and develop talent. The initiative signals a decisive move toward building a more agile, professional, and future-ready Philippine bureaucracy capable of meeting the evolving demands of governance.

Chairperson Marilyn B. Yap and UP Diliman Chancellor Edgardo Carlo L. Vistan II led the ceremonial signing of the Memorandum of Agreement, joined by CSC Assistant Commissioner for Human Resource Governance Hiro V. Masuda, UP National College of Public Administration and Governance (UP-NCPAG) Dean Kristoffer B. Berse, and Professorial Lecturer Ma. Oliva Domingo, along with other officials from both institutions.

The Civil Service Commission (CSC), Commission on Audit (COA), and Department of Budget and Management (DBM) have issued Joint Circular (JC) No. 1, series of 2025, prescribing revised  guidelines on the engagement of Contract of Service (COS) and Job Order (JO) workers in government.

Under the circular, government agencies may continue hiring COS and JO workers but shall not exceed the number of COS and JO workers as of the end of 2025, effectively placing a cap on contractual hiring to address recurring contractualization in government.

To further strengthen workplace strategies aligned with Republic Act No. 11036 or the Mental Health Act, the Civil Service Commission (CSC) has approved the grant of a maximum of five (5) days Wellness Leave (WL) for eligible government officials and employees.

Under CSC Resolution No. 2501292, the Commission emphasized provisions of Joint Administrative Order No. 2023-000 issued with the Department of Labor and Employment (DOLE) and the Department of Health (DOH), which identifies mental health as among the priority areas for workplace health promotion interventions. This is reinforced by findings from a 2025 Global Workplace Report showing that Filipino workers have the second-highest stress levels in Southeast Asia, driven by unhealthy lifestyles and heavy workloads. These underscore the need for workplace policies that promote both mental and physical well-being.

“The Wellness Leave is a proactive response to the realities faced by our workforce today. By giving employees the space to rest, recover, and care for themselves, we reinforce a public service environment that is compassionate, resilient, and more responsive to the needs of the Filipino people,” CSC Chairperson Marilyn Barua-Yap said.
