Bayanihan in Action: CSC Central Office, CSC NCR Collaborate for 125th PCSA Bloodletting Drive, โDugtong Buhay, Handog ng Lingkod Bayanโ
Pasay City โ As part of the nationwide celebration of the 125th Philippine Civil Service Anniversary (PCSA) with the theme โBawat Kawani, Lingkod Bayani: Puso, Dangal, at Galing Para sa Bayan,โ the Civil Service Commission (CSC) Central Office and the CSC National Capital Region (NCR) joined forces to stage a bloodletting activity titled โDugtong Buhay, Handog ng Lingkod Bayanโ on September 11, 2025.
The simultaneous event, held at the Cuneta Astrodome and the Government Service Insurance System (GSIS), Pasay City, drew hundreds of government workers and volunteers eager to extend their lifeblood for those in need.
At the Cuneta Astrodome, CSC NCR gathered 303 registered participants, resulting in 246 successful blood donors. Meanwhile, at the GSIS site, it registered 244 participants, with 175 successfully donating.
The initiative was made possible through partnerships with the Philippine Blood Center and Dr. Jose N. Rodriguez Memorial Hospital for the Cuneta Astrodome site, and the Pasay General Hospital for the GSIS site. It was also organized in collaboration with GSIS Pasay City, which served as a host-site partner. Dr. Glenn Vladimir C. Valmores, MD, MMHoa, Officer IV of the GSIS Medical and Wellness Services Department, represented GSIS during the program.
The activity was spearheaded by the CSC Human Resource Relations Office of the Central Office under Director IV Ma. Theresa C. Fernandez, in close coordination with CSC NCR led by Regional Director Victoria F. Esber. Supporting her were Assistant Regional Directors Atty. Mary Grace P. Dugay and Atty. Vlademir E. Villacorta as part of the CSC NCR top management, while Director II Philip C. Apostol worked closely with GSIS in his capacity as Field Office Director handling GSIS as its cluster agency.
In her message, Regional Director Victoria F. Esber underscored the significance of the effort: โEvery bag of blood donated is a gift of life and hope. This activity reflects the heart of public service, where each kawani not only serves with skill and dedication but also with compassion that saves lives.โ
Through this meaningful collaboration, it was shown that public service goes beyond the day-to-day work in government offices, it is also about giving hope and saving lives. True to the PCSA theme, every kawani once again embodied the spirit of a true lingkod bayani for the Filipino people.

CSC NCRโs 2025 PCSA Fun Run Unites Nearly 14,500 Runners
Wellness, Unity, Creativity, and Support for PLBi Beneficiaries Highlight the 125th Philippine Civil Service Anniversary (PCSA) Kickoff
Manila, Philippines โ The Civil Service Commission National Capital Region (CSC NCR) successfully staged the 2025 PCSA Fun Run on 7 September 2025 at the Quirino Grandstand, Rizal Park Luneta, Manila, gathering nearly 14,500 public servants, families, and supporters from 241 government agencies. The event marked the festive kickoff of the 125th Philippine Civil Service Anniversary celebration with the theme โBawat Kawani, Lingkod Bayani: Puso, Dangal, Galing, Para sa Bayan.โ
More than just a wellness activity, the Fun Run was also a run for a cause. Proceeds from the event will benefit the Pamanang Lingkod Bayani (PLBi) Program, which extends assistance to the families of government workers who sacrificed their lives in the line of duty. This advocacy highlights that the celebration is not only about health and camaraderie, but also about honoring the bravery and selflessness of fallen civil servants while supporting their loved ones.
The activity was graced by members of the Commission, Chairperson Atty. Marilyn B. Yap, DPA, Commissioner Atty. Ryan Alvin R. Acosta, and Commissioner Atty. Luis Meindrado C. Paรฑgulayan, CESO I.
In her welcome message, Regional Director Victoria F. Esber emphasized inclusivity and the shared spirit of public service:
โWalang maiiwan, walang iwanan, lahat ay welcome, lahat ay Lingkod Bayani.โ
Moreover, Chairperson Marilyn B. Yap highlighted in her PCSA message that the Fun Run is more than just a sporting event, but a symbol of collective resolve:
โIto ay simbolo ng kolektibong paninindigan para sa pagbabago, para sa katapatan sa serbisyo, at para sa isang Bagong Pilipinas.โ
As part of the festivities, CSC NCR showcased creativity through the Best Servant-Hero Mascot Search, which featured 20 entries from different agencies. The winners were:
- 1st Place: Department of Science and Technology โ Northern Mindanao (Mascot: Inna)
- 2nd Place: City Government of Pasig (Mascot: Mutya)
- 3rd Place: Valenzuela Police Station (Mascot: PCPT Valenzuela)
Adding to the dayโs highlights, CSC NCR launched SerBi (short for โSerbisyoโ and โBayanihanโ) as the official CSC Fun Run Mascot, a symbol of wellness, unity, malasakit, and the collective strength of Filipino civil servants.
CSC NCR also recognized the agencies with the largest delegations in the Fun Run, and the winners were:
- 1st Place: Department of Environment and Natural Resources (DENR) โ 1,063 participants
- 2nd Place: Land Transportation Office โ National Capital Region (LTO-NCR) โ 563 participants
- 3rd Place: Land Bank of the Philippines (LANDBANK) โ 501 participants
In his closing remarks, Assistant Regional Director Vlademir E. Villacorta thanked the Commission leaders, RD Esber, and all participants for making the Fun Run a success. He likened the activity to the journey of public service:
โThis Fun Run is not a race. Walang nauuna, walang nahuhuli. Ang importante, we moved forward together. At โyan din ang simbolo ng public service. Hindi ito sprint, kundi isang long run. Minsan mabilis, minsan mabagal, pero ang mahalaga, sama-sama tayong nakakarating sa ating layunin.โ
The 2025 PCSA Fun Run not only promoted wellness, unity, and creativity among government workers but also officially launched the month-long 125th PCSA celebration, honoring Filipino public servants as the countryโs true Lingkod Bayani while extending compassion to PLBi beneficiaries.
