🤔 Do you know what a peer review is? It’s a unique way for countries to learn from each other, identify strengths and gaps in their disaster risk management systems, and build stronger resilience together. This week, Kosovo* is undergoing such a review. A team of senior experts from Spain, Sweden, Finland and Germany is in Pristina, meeting with national and local authorities, first responders, civil society, academia and the private sector. Their goal? To take stock of Kosovo’s disaster risk management system — from flood preparedness to wildfire response — and provide practical recommendations to strengthen coordination, prevention, and response capacities. The European Union, represented by High Representative/Vice-President of the European Commission Kaja Kallas, handed over equipment worth €6.5 million to our partners at the Ministry of Internal Affairs of Ukraine, National Police of Ukraine and State Special Transport Service of Ukraine to help them fulfil vital tasks like evacuating civilians safely and protecting and restoring energy infrastructure. And we will deliver more, including stronger connectivity for first responders, hospitals, schools and critical infrastructure. During her visit, High Representative Kallas also met with Ukraine’s First Lady Olena Zelenska to discuss the importance of protecting child rights in conflict and the EU’s recent accession to the International Coalition for the Return of Ukrainian Children. Across Europe, firefighters have stood shoulder to shoulder — wearing different uniforms, but united by one mission: protecting lives and land. Some were prepositioned before disaster struck, while others were mobilised after urgent calls for assistance through the #EUCivilProtection Mechanism. Today’s launch of #EIOS 2.0 (Epidemic Intelligence from Open Source) and of the #Pandemic #Simulator (a platform for testing scenarios & evaluating impacts of response strategies) at the WHO Hub for Pandemic and Epidemic Intelligence in Berlin is a major step forward for global epidemic intelligence and global health resilience . These are more than just new tools-it’s a new mindset. Detecting earlier, understanding better, and acting faster can make the difference between a contained outbreak and a global crisis. EIOS is used in over 114 countries and by over 30 organisations around the world. EIOS is a vision for collaboration and a network of trust. The success of #EIOS shows how the #EuropeanUnion can turn innovation into a global public good. From the start, it has been built on a solid partnership between the World Health Organization and the European Commission ‘s EU Science, Research and Innovation and DG #HERA - combining open data, analytics, and scientific expertise to detect and understand health threats before they become a global threat. We are proud that European Commissioner Hadja Lahbib inaugurated these new tools which are co-funded by DG #HERA, because we believe in collective efforts to support smarter and faster epidemic intelligence systems to stay ahead of future threats. In a world facing fragmentation and uncertainty, #globalhealth remains one of the strongest forces that still brings nations together. “Taking responsibility for Health in a Fragmented World” - the motto of this year’s edition of the #WorldHealthSummit is a call for stepping up partnerships and joint up action in the face of growing unilateralism and disengagement from solidarity. It is hence with great pleasure and personal conviction that I joined the panel convened by CEPI (Coalition for Epidemic Preparedness Innovations) on “Preparing for Future Pandemics: Strengthening Global Cooperation” at the #WHS2025 in Berlin. In an interconnected but more fragmented world, pandemic preparedness starts with #trust, #collaboration and #innovation. The European experience shows that countries can achieve more when acting together — but health emergency preparedness must go beyond Europe. It must be a truly global effort, powered by partnerships that bring together science, policy and industry across regions and income levels. At DG #HERA, we apply an end-to-end approach to ensure that medical countermeasures (#MCMs) - vaccines, therapies and diagnostics- move from idea 💡 to access 🏥. Through initiatives such as the #RampUp, #HERAInvest or the #EuropeanVaccinesHub, we are accelerating innovation and strengthening capacities in Europe. At global level 🌍, we apply a multilayered approach: -Coordination & collaboration ; eg to enable rapid access to live saving vaccines or investing in a global sentinel system of wastewater surveillance -Supporting R&D and innovation through financial & technical support to LMIC incl tech transfers -Strengthen local manufacturing, through the lead of DG #INTPA via the MAV+ initiative eg in Senegal or Rwanda. To this end we are working with partners such as #CEPI, Drugs for Neglected Diseases initiative (DNDi) , Africa CDC , Gavi, the Vaccine Alliance , numerous #industry partners and a growing network of #regional #organisations and #bilateral #partners to boost innovation, strengthen local capabilities and promote equitable access to MCMs where they are needed most. Global cooperation is not optional -it is our best defence. Making pandemic preparedness transactional is a slippery slope . Who knows where and when disease X will occur and which access to pathogens data is then needed.
