Yeah,

I confirm, Gandalf (from forums.cacti) said you can use php-snmp OR 
net-snmp...  Issue must be somewhere else...

I guess net-snmp and php-snmp are different packages, for different
purposes. In my cacti experience, cacti needs php-snmp to work
properly.

At least, it is listed in the FreeBSD port:
