Oh, the Stories That Will be Written...

Okay, I had a retro post all set up and ready to go, because I have a deadline for something else that I'm working on, but then came two news stories that I found necessary to share:

Exclusive: US intel shows Russia and China are attempting to recruit disgruntled federal employees, sources say

"Foreign adversaries including Russia and China have recently directed their intelligence services to ramp up recruiting of US federal employees working in national security, targeting those who have been fired or feel they could be soon, according to four people familiar with recent US intelligence on the issue and a document reviewed by CNN.

The intelligence indicates that foreign adversaries are eager to exploit the Trump administration’s efforts to conduct mass layoffs across the federal workforce – a plan laid out by the Office of Personnel Management earlier this week.

Russia and China are focusing their efforts on recently fired employees with security clearances and probationary employees at risk of being terminated, who may have valuable information about US critical infrastructure and vital government bureaucracy, two of the sources said. At least two countries have already set up recruitment websites and begun aggressively targeting federal employees on LinkedIn, two of the sources said." (LINK)

"Defense Secretary Pete Hegseth last week ordered U.S. Cyber Command to stand down from all planning against Russia, including offensive digital actions, according to three people familiar with the matter.

"Hegseth gave the instruction to Cyber Command chief Gen. Timothy Haugh, who then informed the organization's outgoing director of operations, Marine Corps Maj. Gen. Ryan Heritage, of the new guidance, according to these people, who spoke on the condition of anonymity because of the matter’s sensitivity." (LINK)

Holding Back the Tide (Putin's Folly, Pt. II)

The story of King Canute trying to hold back the tide by royal decree is sometimes framed as a fable of kingly vanity, but it’s in fact the reverse. Canute was rebuking the flatterers in his court who pretended to believe the king’s powers were so absolute he could command the waters to obey. Canute plunked his throne down on the shore and waited for the tide to come in, and of course got his feet wet. His point being that only God had the final word, and the power of kings was for naught.

It’s nothing short of amazing that the vanity of princes keeps leading the rest of us to the precipice of doom. Mitch McConnell clearly thinks Trump is a parasite and a clown, and a danger to the republic, but you won’t hear him say it, because Trump’s base are still useful idiots. A similar paralysis apparently holds sway in the upper reaches of the Kremlin apparat. Putin is dangerous to Russia because Putin has a dangerous idea of Russia, rooted in an imperialist, pan-Slavic, and imaginary czarist past.

The clamor and the crazy don’t abate.

The voices on the Russian nationalist right are only getting louder. I don’t know whether Ramzan Kadyrov, the puppet caudillo of Chechnya, or Yevgeny Progozhin, shadow commander of the Wagner Group, are trying to give Putin cover from the right wing by sounding crazier than he does, or positioning themselves as kingmakers for the succession, but their public rhetoric probably mirrors private sentiment, namely, Off With Their Heads, with no lack of fall guys.

Not that heads haven’t already rolled. No fewer than eight one- and two-star generals have been killed in action this year in Ukraine. This is a consequence of the Russian army’s institutional dysfunction: there is no professional NCO corps, and junior officers aren’t trusted to make command decisions; generals have to be on the battlefield, which gets them killed. More to the point, the actual theater commanders are being relieved, retired, or packed off in disgrace. Dvornikov, given ground command in April, was fired in June. Serdyukov, commander of the airborne, shown the door. Zhuravlev, commander Western Military District (responsible for the security of European Russia), got the boot last week.

The new guy, and the first Russian general in Ukraine to be given sole command and complete responsibility, is Sergei Surovikin, known for tactics in Syria that included two months of airstrikes on Aleppo. What this means for the war in Ukraine is anybody’s guess, but the Kremlin seems to measure success by the numbers of Russian dead.

Which brings us to the media hysteria. It’s tempting to compare this to the MAGA bubble, the Fox echo chamber, but we’re not talking about Rupert Murdoch, we’re talking about Russian state media. RT, Russia Today, is supposedly independent, but that’s a complete fiction, they channel the Kremlin id. Just today, after Russia went after dozens of targets across Ukraine, many if not most of them obviously non-military, Putin’s on-air cheerleaders were nothing if not gleeful. Labeling the attack on the Kerch bridge an act of terrorism, they eagerly recommended a scorched earth policy, and targeting Zelensky and members of his government specifically and personally, to rid us of these “roaches.”

I don’t know how to read this as anything other than panic. I think they’ve actually lost their marbles. Putin’s position, both inside and out, is now so weak that his stooges are using language that sounds like a parody of Kim Jong-un’s scripted praise.

I said this before, and I’ll say it again. Putin is a dead man walking. It can’t happen soon enough.

A Dagger of the Mind

Things in Russia are going from bad to worse these days, and don’t look likely to get better anytime soon, but I’ll go out on a limb. I think Vladimir Putin is circling the drain. This is more of gut feeling than a considered analysis; still, there are indications he could be forcibly retired, or assassinated, or simply disappear.

As you might have noticed, an awful lot of people have been falling out of windows, lately. Former director of the Moscow aviation institute went head over heels down a few flights of stairs. Another aviation guy, Far East and Arctic development, washed up off of Vladivostok – shortly after their CEO died of a stroke, aged 43. Chief executive of Lukoil fell out a hospital window. Another exec with the same company died while consulting a shaman, in a room supposedly used for “Jamaican voodoo” rituals. The story goes he was looking to buy a toad venom hangover cure. An oligarch hanged himself in Spain; one of a self-inflicted gunshot wound. Both of them associated with natural gas production. A stabbing death. A suicide by hanging in the UK. A second one at a cottage outside of St. Petersburg (he’d reportedly been badly beaten, the day before). The previous month, another suspicious death, the same village, different dacha. Kind of a mortality spike.

These events have been this year, and most of them since the invasion of Ukraine. Also, mostly in the energy or defense sector, which are related. Were they depressed, or under a cloud, out of favor with the Kremlin? No way of knowing. Russians tend to look for conspiracies and plots, when a simpler explanation might suffice. But if this sequence of accidents and despair turns out to be Expedient Demise, or circling the wagons, who benefits?

Putin has always understood the efficacies of terror. The clear historical precedent is Stalin. When you go after enemies real or perceived with poisoned umbrellas or polonium cocktails, it echoes the murder of Trotsky. And it gets easier; after throwing a reporter down an elevator shaft, it’s not that hard to flatten Grozny, or sacrifice schoolchidren. Putin enjoys plausible deniability - not taking credit, but winking at it. We know he’s got blood on his hands, and in point of fact, he wants us to know it. His missing signature is more conspicuous by its absence.

Now, in this context, consider the Ukraine war.

What, exactly, was the object here? A quick and brutal decapitation of the Zelensky government and the total annexation of Ukraine, an Anschluss, to demonstrate Russian resolve and its inevitable historic destiny, and to prove once and for all the debility and fundamental lack of purpose in the American and European alliance. None of which worked out, and what we might call a fundamental lack of purpose in the Russian military and political establishment has been fatally exposed. Interestingly, while we can applaud the courage of Russians who’ve protested the war on humanitarian grounds, the more serious threat to Putin himself is coming from the Right, who are taking him to task for not prosecuting the war more vigorously – i.e., scorched earth. We might take note that this group hasn’t been arrested or harassed, and perhaps they’ve found sympathetic ears in the military and security apparat.

Some years back, there was a political movement in Russia called Pamyat’, which means Memory, and also called the National Patriotic Front. It was ultranationalist, and to nobody’s surprise, virulently anti-Semitic. The movement has withered, but the sentiment lingers, not entirely on the fringe, either. A few contemporary Kremlinologists have pointed out that in the past, coups in Russia (or the USSR) haven’t hinged on policy differences. Whoever’s going to push Putin down the stairs won’t make major institutional changes; they’re simply elbowing each other out of the way for more space at the trough. They might find it convenient, though, to play on the revanchist grievances of the Right, and then discard them afterwards, but a bargain with the Devil always ends badly. In any event, I don’t think it’s a matter of if, but when. The toadies and bottom-feeders around Putin are going to stick the knife in him. It could result in a net benefit, but the worrisome thing is that they dig themselves a hole, and pull it in after them.

Performance Anxiety

Talking to a guy I know – we’ll call him Mike – who was once upon a time in the same trade I was, and who still has skin in the game, I wondered what he thought about how badly the Russians have stepped on their dicks in Ukraine. There were in fact two parts to the question: why Russia has underperformed so fatally, and why Western intelligence so overestimated their war-fighting capacity beforehand.

Mike happened to be on his way to Ft. Huachuca for a workshop, or a briefing, or a roundtable, at the least a guarded conversation with some other stakeholders on this very subject, so he already had his ducks lined up, and was ready to share them.

The chief impediment is that Russian command authority is rigidly hierarchal. The culture and doctrine are top down. Initiative is career suicide. And the weakest link is simply that there’s no professional NCO class, not in the sense that an American combat soldier would understand. Russian junior enlisted are cannon fodder; their sergeants are brutal, indifferent, and corrupt. Morale is clearly in the toilet, unit cohesion near collapse.

Where, then, did the intelligence consensus come from, that the Russians were going to kick ass in Ukraine? Mike had an answer for that one, too. We put a lot of faith in the hardware. That’s because intelligence analysis mirrors our own presumptions. In other words, NSA looks at the performance specs for, say, the MiG-31, and the obvious question is how it stacks up against the F-16. Same thing with tanks, or infantry weapons: the AK-47 is one of the most copied guns in the world. Our attention is fixed on the platform. Mike’s point being that less weight was given to the personnel, the existing skillset of the pilots or the tank crews or the ground-pounders, or in support.

Like a lot of things, once you hear the explanation, you slap your forehead and tell yourself it makes perfect sense. Nor do I think it’s Monday-morning quarterbacking. For me, it actually conforms to what I learned back in Berlin, in the 1960’s, during the Cold War, when our target was the Soviet occupying forces in Eastern Europe, and the Warsaw Pact. Poland and East Germany and Hungary and the other satellites were being trained by Russians, on Russian equipment, so there was a lot of overlap.

The reason we were there, if I haven’t made it clear before, or if you’re new to this space, was to provide a basic profile of what the Russians could throw at us. In military vocabulary, it’s called an Order of Battle. A specific example might be: How many aircraft are at Zossen Wunsdorf? - Are they fighters or ground attack? – And how many pilots? - What’s their readiness posture? This is all numbing detail, but it kept the Cold War from going hot.

Here’s why I don’t think the Russians have learned anything in fifty years. Back in the day, they had sophisticated systems and platforms, but they didn’t trust them, or they didn’t trust their people, which adds up to the same. They scrambled fighters, for drills, using Ground-Controlled Intercept, or GCI. MiG-21’s and Yak-28’s were fitted with on-board pursuit radars, and a ground station tracking their targets could transmit encrypted signals directly from the ground radar to the pursuit radar on the aircraft, and the radar would vector the plane to target, all done electronically. Hands off. Fire and forget. We, meaning your humble servant and his crowd, were listening to the pilot chatter, we could image the Russian ground radar, we could follow the encrypted signals, we intercepted the frequency shifts from the aircraft’s radar and knew when it went from Lock to Launch. In effect, we were in the cockpit, too. And not a single one of those pilots, or their command structure on the ground, believed the system would work on its own. Every instruction the pilots got, every course correction that was transmitted, over a secure network, the pilot would repeat, in the clear, on Voice. “Roger that, turning to heading 270.” At which point you watched him on radar, changing course to 270. I kid you not. And you wonder why Russian generals are getting blown out of their shoes in Ukraine? They’re using open comms.

I think there are other reasons for what’s going on. I think the Ukrainian defense is heroic. Volodymyr Zelensky has bigger balls than Vladimir Putin. And the resolve from NATO has been unexpectedly solid. But at its most basic level, the Russian disaster is a character flaw. Arrogance defeats empires.

The Mighty Wurlitzer

Lara Prescott's novel The Secrets We Kept is about CIA's successful efforts in the late 1950's to bootleg Boris Pasternak's Doctor Zhivago, which Novy Mir had refused to publish in the USSR. The manuscript was smuggled out, and translated into Italian. CIA arranged for the first Russian-language edition, hoping to embarrass the Kremlin. They got more than they hoped for when Pasternak won the Nobel Prize but was discouraged (to put it mildly) from accepting. For the Soviet Union, it was a public-relations disaster, the engines of terror fearful of a poet.

The Secrets We Kept is deliciously juicy, on any number of levels, and terrifically serious. The catty asides, on the one hand, the abyss of the Gulag on the other. The voices carry the story, and the sense of period is absolutely convincing. I highly recommend it, as a fiction - although I don't imagine Lara Prescott needs my help, she's getting a lot of good press - but also in the documentary sense, as a corrective. The history is genuine.

White propaganda, so-called, is basically information, although it may well be slanted in your favor. Think, for example, the Voice of America, or Radio Moscow. You know the source. Grey, though, is more along the lines of a false-flag operation, where a story, pro or con, might be planted in a supposedly neutral (or even hostile) media environment. Black propaganda is deniable. The provenance isn't traceable.

Back in the 50's and 60's, this effort was managed with a certain sophistication, as well as brute force. The legendary Frank Wisner, one of CIA's clandestine chiefs, called it "the Mighty Wurlitzer," and it was an instrument Wisner played well. The coordination of underlying narrative is a tool of spycraft, generally, as in the development of a legend, using false background material or selective truths, but Wisner wasn't just selling ice to Eskimos, he was developing a brand. He was mythologizing America, and American virtues, as dedicated countermeasures against Stalinist myth and methodology.

This exemplifies and defines the Cold War. The crazy thing to me is how it's redefined itself, and metastasized, in the present day. Obviously, you can blame the Internet, or social media, but there seems to be something more afoot. We've internalized this Wall of Noise. One of the standard practices of Intelligence is discrimination. All information isn't equal. The phenomenon we're seeing now is that everything has the same weight, that it deserves a hearing. Which gives rise to dense constructions of unreason, hysteria, alternative realities. You have to wonder if it's a symptom, or the disease itself. It's like the Black Death, in the Middle Ages. It made no sense, it struck down the evil and the virtuous alike, the young, the old, the hale, the sick. It didn't matter. There was no explanation, other than the Hand of God. This is like some willed, mass brain death, a plague of information noise. What will the post-Apocalyptic world be like? One thing we might wish for is a large, empty silence.

Wet Work Redux (the Saudi Sanction)

Russian military intelligence, the GRU, has always had an adversary relationship with KGB, state security, and in particular with KGB's foreign directorates. (Now known as SVR; the domestic side of the shop is the FSB.) GRU has an unhappy reputation for being ham-handed, and some of their more recent adventures seem to bear that reputation out. The poison attack on Sergei Skripal, in the UK, was reportedly a GRU operation, and certainly there have been others. But this quite possibly misses the point. Far from hiding their light under a bushel, GRU is going out of their way to sign their name.

(In my Cold War spy thriller Black Traffic, KGB general Rzhevsky uses GRU as a patsy in a deception operation, and refers to them as the 'Boots.' I didn't make this up. KGB has always thought these guys were knuckle-draggers.)

For all that Vladimir Putin himself is former KGB, he doesn't have a soft spot for his old crew. GRU and Spetsnaz units were deployed in Donbass and the Crimea, both as irregulars and in uniform, and got results. GRU's higher visibility and preference for muscle over mind looks like a sales strategy. It's no secret Putin favors the blunt instrument, but the new wrinkle here is the lack of plausible deniability. In the past, there was at least the pretense of maintaining a cover story. These days, nobody even makes the effort. The reasoning is brutally simple. Terror tactics don't work unless you show your handwriting. Give fear your own face.

Assassination as a covert means has a long history, but let's confine ourselves to living memory. Everybody's practiced it. CIA probably had a hand in Patrice Lumumba's death, and famously tried more than once for Castro. Mossad went after Black September, and decapitated the PFLP. It depends, to some degree, on whose ox is being gored. And you can argue that Israel, for example, is addressing a direct threat to its existence. But that's a kind of moral relativism. All the same, making it policy to murder reporters - instead of some guy who can design a gas centrifuge - is kicking it up a notch. Which brings us to Jamal Khashoggi and the Saudi royal family.

Again, we have the Russian model to follow. Putin has supposedly sanctioned dozens of killings, aside from defectors, the Skripals and Litvinenkos of this world, but people like Anna Politkovskaya, who was targeted because of her writings about the Chechen wars, and her opposition to Putin's rebranded Stalinism. She's just one example, of course, and her death only painted on the radar because she was so visible, and her killing so obviously retaliation.

What makes the Khashoggi murder different, and why it's getting so much press, is that the Saudis set a trap for him, at an embassy in another country, killed him, and lied about it without the slightest embarrassment - clearly not expecting anybody to ask questions, because the lies were so obvious. They not only don't give a rat's ass about the consequences, they don't in fact understand what all the fuss is about. Khashoggi was a fly buzzing around the room. We smacked him. What do you care? In this sense, it's not even the murder itself that's startling, it's the Saudis acting aggrieved, as if they're the ones who've been done the injury. Sorry to say, this is genius.

Losing It

Trump's recent revocation of former DCI John Brennan's security clearance has generated a lot of heat and not much light. Let's see if we can read the entrails.

To begin with, access to confidential information is authorized on a Need-to-Know basis. You need to know this stuff to do your job. Moving into the upper atmosphere, information gets classified at higher levels, Sensitive and Compartmentalized. In my own case, as an analyst working with intercepted military communications, my clearance level was Top Secret/Crypto [CODEWORD Material] Handle Via COMINT Channels Only. The primary purpose, here, was to protect sources and methods. As the intelligence was passed on to consumers, those specific sources and methods were edited out, and only referenced to indicate provenance and reliability - even then, in sanitized euphemisms.

At policy level, the upper reaches of the chain of command, the National Security Council, say, the inner circle, CIA and NSA, State, the Pentagon, these people are breathing thinner air. Compartmentalization isn't an issue, access is across the board. Still, the habit of secrecy, the gnostic power, that Special Knowledge, held in trust by the initiate, is a drug. It's the crystal meth of statecraft. Losing the privilege, going cold turkey, is being cast into the outer darkness, with weeping and gnashing of teeth.

I remember being processed out of Berlin. They terminated my clearance, and red-badged me. I was redundant. It was both exhilarating and depressing. Release is second cousin to exile. But at the same time, it was clearly explained that I was to take their secrets to the grave with me, and the alternative was Leavenworth. There was also a two-year travel restriction. I was prohibited from going to Eastern Europe, for example - which made perfect sense, since our resources targeted Group Soviet Forces and the Warsaw Pact. They might have liked to pick my brain.

More to the point, if you spend a significant period in your life locked into a mission, you can't shift gears as easily as you change your socks. We were on the edge of the Cold War. It's not an exaggeration to suggest we played some small part in preventing it from turning hot. And almost everybody I know from back then kept their hand in. How not? You read between the lines, you hear an echo where other people hear empty air. You miss the high.

It's long-standing convention, going back to Eisenhower, that senior figures keep their secure access through successive administrations. The tradition of the Wise Men, somehow above the fray. Think of Dean Acheson, or Clark Clifford, or James Baker. You can call on these guys in a crisis. And they, of course, are all too ready. What, you think Henry Kissinger's shy?

In the case of Brennan, specifically, I'm hearing that a fair number of people in the intelligence community, both former and currently serving, don't care for the guy. They regard him as self-serving, and his version of his own bio leaves out the unwary he's thrown under the bus. Be that as it may. It's all the more interesting, then, that seven former DCI's and six former Deputy Directors, along with two former Directors of National Intelligence, have put their names to a letter supporting Brennan and challenging Trump. Not challenging Trump's authority to refuse Brennan access to secure materials, but the grounds for it.

Brennan is clearly being punished for shooting his mouth off. He's made no secret of his disdain for Trump, and Trump has seemingly conflated Brennan's animosity with the Mueller investigation. (This is just one of those odd distortions that appear at random in the Trump alternate ecosystem.) What the signatories to the protest letter take issue with is the chilling effect. It's probably safe to say they don't all agree with Brennan, and if they do, they think it's better to keep it to themselves. Gen. Michael Hayden has not, he's been extremely critical of Trump, but Hayden has an honorable track record, in my opinion - a lot better than Brennan's. Bob Gates, Porter Goss, and Leon Panetta. They've kept their own counsel, and I think they must feel duty-bound to speak up. Tenet and Petraeus, on the other hand? Tenet went in the bag for WMD's. Petraeus, damn it, put Little Elvis at the wheel.

It's naive, or willful ignorance, to think intelligence isn't politicized. We have only to go back as far as the late 1960's, when it was pretty widely known in certain closed circles that the field reporting out of Viet Nam was being massaged as it went up the food chain, to present an acceptable wisdom. But by and large, intelligence professionals try to present a realistic approximation of a shifting and ambiguous world. The run-up to Iraq is in fact a pretty good example. Feith and Wolfowitz tried to use their weasel shop at the Pentagon to discredit the CIA reporting, and Nigerian yellowcake made it into the State of the Union, but the Agency kept pushing the least dishonest assessments they could, even though Tenet was afraid he'd lose both the argument and the confidence of the only client who mattered. This is of course the actual bottom line. You want the president's ear, and his trust. If he stops listening, you've lost the fight. You still do your best to give good weight.

What we're seeing here isn't disloyalty, or a mutiny by the palace eunuchs. It's not the Deep State, either, although you might call it the deep bench. I don't imagine these guys have any hope of changing Trump. Maybe this is no more than a symbolic gesture, a decent respect. I have to wonder if they're not looking past public opinion, which seems pretty rigid, either way, and the bluster and cowardice of Congress, and speaking to their still-serving peers. It's not about the man, whether Brennan or Trump. That's small potatoes. It's about the mission. It's about something larger than parochial self-interest.

Trump already has an adversarial relationship with his national security staff. He's got the attention span of a fruit-fly, for one, which means his briefers have learned to use block lettering and bright colors. Secondly, he refuses to admit Russian disinformation efforts in the election, and the possible benefit to him. And of course third, he uses every opportunity to malign the integrity of his own agencies, particularly CIA and the Feebs.

You have to wonder how this plays as a team-building effort and management message. Obviously, the personnel still in place aren't sharing. But in the 48 hours after the big guns went public, another sixty former CIA senior staff added their names, and now an additional seventy-five have signed on. That's a fair amount of disgruntlement, and we're not talking about a bunch of starry-eyed innocents, either. These are career intelligence officers. They know where the bodies are buried. They've buried a few.

I can only hazard a guess, but this appears to be an engaged support group. Professional courtesy. Commitment. I think it's a show of hands.

Mata Hari in South Dakota

For those of you who follow my tales of South Dakota politics, I talked about Mariia Butina in my blog post Just Another January in South Dakota. She and Paul Erickson, local South Dakotan, formed a couple of LLCs here in Sioux Falls, and Ms. Butina did the South Dakota speaking tour, all about God, Guns and Let's Be Friends With Russia!, including SDSU, USD, and the Teenage Republicans Camp in the Black Hills, where a number of past and current South Dakota legislatures were counselors, attendees, or just there for the party.

Back in February, almost no one had heard of Mariia Butina, or certainly weren't admitting that they did. But then a couple of weeks ago, she was indicted and arrested for being a Russian agent, and ever since we are in the fire hose of information about her. Here's a beginning cast list:

(1) Mariia Butina, who introduced herself to America as a pro-Russian Christian gun-rights activist, and managed to get into every NRA convention in her years among us (2012-2017), as well as the National Prayer Breakfast (a private, closed event in case you didn't know) in Washington D.C. in 2017. Apparently she had a very compelling story... and offered sex for political access and "in exchange for a job at an unidentified “special interest organization.” New York

(2) US Person Number 1 (from the original indictment), a/k/a Paul Erickson - more about him in a minute, but here they are strategizing away:

(3) US Person Number 2 (from the original indictment) - still unnamed, but described in the court documents as the target of Butina’s efforts to establish a backchannel between U.S. policymakers and representatives of the Russian government...

(4) Butina's handler, Alexander Torshin, Russian politician and Deputy Governor of the Central Bank of Russia. He's also been identified by U.S. intelligence sources as having "established ties" to Russian security forces and a fierce Putin supporter, and by Spanish intelligence (they want to arrest him) as the money launderer for the Russian criminal Tambovskaya Gang. He and Butina founded the Russian-based Right to Bear Arms, and there was a regular correspondence between them that has to be read to be believed. Social media never had it so good.

(5) Her funder, Konstantin Nikolaev, a Russian oligarch worth $1.5 billion by Forbes’s latest estimate. Read USA Today on that: Russian Billionaire Paid Mariia Butina. There's a South Dakota connection to Nikolaev, which I'll get to in a minute.

(7) Her South Dakota friends. She spoke at South Dakota State University and at University of South Dakota in Vermillion, offering her compelling story, and, as you can see, was front and center at the South Dakota Teenage Republican Camp:

The current candidate for South Dakota's lone US Representative seat, Dusty Johnson, ran that TAR Camp, on her visit, and afterwards tweeted:

To be fair, Mr. Johnson's current statement is that he was duped. This is also the current statement from USD, SDSU, and innumerable others... Crickets from the NRA, despite the fact that she was part of their "million dollar donors" group, and was photographed with Louisiana Governor Bobby Jindal, Wisconsin Governor Scott Walker, Rick Santorum, NRA Presidents Sandy Froman, Jim Porter, and Wayne LaPierre. But for a complete timeline, you can't do much better than Mother Jones. Read that article, and then we'll continue with South Dakota's Season of Spies.

First of all, Paul Erickson. I was talking to a friend about him the other day, and she said she kind of felt sorry for him because he was the butt of so many jokes this day. My response: "Look, if you can't make fun of the man who masterminded the John Wayne Bobbitt "Love Hurts" tour, who can you make fun of?"

Paul Erickson, of Vermillion, SD, is a long time Republican and Republican campaign operative. In the 1980s, he served as the national treasurer for the College Republicans in Washington, D.C., where he met Grover Norquist, Ralph Reed, and Jack Abramoff. (If you don't know who these guys are, well, look them up.

Erickson also served as the national political director / campaign manager for the 1992 presidential campaign of Pat Buchanan, and later as an advisor to both of Mitt Romney's presidential campaigns. He is a former board member of the American Conservative Union, the group that organizes the Conservative Political Action Conference (CPAC).[5] He worked in SD for the Trump campaign, and in 2016 Erickson claimed he was on the Trump presidential transition team. During the 2016 NRA convention he sent an e-mail to then-presidential candidate Donald Trump via Trump's campaign advisor Rick Dearborn and (for some reason) then-Senator Jeff Sessions with the subtle subject line: "Kremlin Connection":

"Putin is deadly serious about building a good relationship with Mr. Trump. He wants to extend an invitation to Mr. Trump to visit him in the Kremlin before the election. Let's talk through what has transpired and Senator Sessions' advice on how to proceed."

No one knows if that meeting took place: Sessions told the House Intelligence Committee he didn't remember the request (even though the e-mail plainly says "Senator Sessions' advice on how to proceed"). I don't know if anyone asked Rick Dearborn.

Anyway, back in 2013 (or earlier?), Erickson met Mariia Butina, and she recruited him hugely. While a lot of people didn't like Erickson (and even more detest him right about now - you'd be amazed how quickly the SD Republican Party has repudiated him), he was a man with connections. Apparently he knew everybody, and he literally made Butina a list and told her, these are the people you need to contact. And she did.

She also did what any good Russian agent in a spy novel would do: She befriended him, had sex with him, called him her boyfriend, and shared a Sioux Falls address with him, but... [sob]

"But this relationship does not represent a strong tie to the United States because Butina appears to treat it as simply a necessary aspect of her activities. For example, on at least one occasion, Butina offered an individual other than U.S. Person 1 sex in exchange for a position within a special interest organization. Further, in papers seized by the FBI, Butina complained about living with U.S. Person 1 and expressed disdain for continuing to cohabitate with U.S. Person 1." Dakota Free Press

Erickson and Butina also, as I said, founded two LLCs. The LLCs - "Bridges" in South Dakota in 2016, and another one - Medora Consulting LLC - in 2018 - are both "located" in an apartment complex in Sioux Falls, and neither have any stated purpose or partners. (Argus Leader) Personally, I think they're shell companies for, perhaps, a connection to Cyprus...

Why Cyprus? Well, let's go back to Maria's financier, Konstantin Nikolaev, who has been known to enjoy a seat at Putin’s annual oligarch’s dinner in 2014. Nikolaev owns, among other things, a 34% stake in Globaltrans, “Russia’s Leading Freight Rail Group.” Globaltrans had a subsidiary based in Cyprus called Ultracare Holdings. Between December 2007 and April 2008, Ultracare Holdings received three payments totaling $1.5 million from Northern Beef Packers, based in Aberdeen, South Dakota. At that time, Northern Beef Packers was four years and two more rounds of EB-5 visa investment dollars away from slaughtering any cattle. NBP was five years away from its bankruptcy, the suicide of Richard Benda, and the eruption of South Dakota’s EB-5 scandal. (Thanks Cory Heidelberger!) Granted, to Globaltrans, or Ultracare Holdings, $1.5 million is not a lot of of jack... But no one outside of NBP and he EB-5 scandal knows what that cash was for. (Rail cars? the nearest track is a third of a mile away from the plant). And the plain truth is that the EB-5 scandal was and is huge, and there are still millions of dollars missing, and no one believes it was suicide, and I have written somewhat often about it:

April, 2016 - If Only We Had Laws Against This Stuff

But now we have a Russian connection - so I ask, what in God's sweet green earth was NBP doing sending $1.5 million dollars to Ultracare Holdings in Cyprus? Still waiting for answers, Joop Bollen, Senator Mike Rounds, and soon to be ex-Attorney General Marty Jackley!

But wait, there's more!

Because running one scandal at a time is NEVER enough, while Erickson was playing "find the marks" with Butina, he was also passing bogus checks and running a couple of phony investment schemes:

(1) a company called Compass Care he founded in 1997, which he sold to investors as a Christian-based nursing home company that would eventually build 24 facilities, but never built any. Instead, it just lined up investors and never paid anything out.
(2) A 2009 company called Dignity Medical Inc., which he promised would give a rate of return of between 25 and 75 percent. (Argus Leader - this article also has a really great time line about Mr. Erickson's career)
NOTE TO FUTURE INVESTORS: Any time any one promises you 25%-75% return on your investment, THEY ARE LYING.

Meanwhile, in case you're wondering, no one knows where Paul Erickson is. Casey Phillips, a political consultant who once worked with Erickson, said the last time he saw Erickson was on a flight from Minneapolis to Washington, D.C. in June. (Argus Leader) Nobody's seen him since. But I'll bet the feds are looking for him...

Meanwhile, did I mention that Mariia also was a grad student at American University (on Russian money, of course) in Washington, D.C.? There she was "in-your-face" with her pro-Russia and pro-Putin views. "Those who came across Butina said the back of her cellphone prominently displayed a picture of Putin. And while on campus, Butina freely alluded to her activity on behalf of the Russian government, but she made it seem like she was a secretary or held some "low-level" position with a department in the Russian government." Wet Work

The Russian security services are well-practiced at what's known in the trade as Active Measures: Mokrye Dela, which loosely translates into "Wet Stuff." They've been doing it for a long time now.
The assassination of Trotsky in Mexico in 1940, or the suspect suicide of defector Walter Krivitsky in a Washington hotel room in 1941. They used an ice axe on Trotsky. Krivitsky was found with a hole in his head and a .38 revolver in his hand.

The methods get more sophisticated. Georgi Markov in London, and Vladimir Kostov in Paris, were targeted by the Bulgarian DS, under KGB discipline. This was 1978. The vehicle was a tiny metal pellet containing ricin. A dose equivalent to a few grains of table salt is fatal. The delivery system was the by-now-notorious poisoned umbrella tip. Markov died, Kostov survived, but due only to a technical failure. The special protective coating on the pellet dissolves at human body temperature and releases the toxin; in Kostov's case, the coating was compromised.

2006. London. Alexander Litvinenko. An unstable polonium isotope. It took him three weeks to die, excruciatingly.

2018. Salisbury, UK. Sergei Skripal and his daughter Yulia. A nerve agent in the Novichok family. Both victims survived. (But two British nationals suffered Novichok poisoning symptoms four months after the Skripals, and one died. How they came in contact with that specific toxin is unknown, as of this writing.)

This is by way of prologue, for those who may be skeptical of blaming the Russians for God knows what, or imagine it's some variation on Red-baiting. They've been practicing disinformation for a very long time, as well. If you didn't know, for example, The Protocols of the Elders of Zion is a forgery cooked up by the Czarist secret service, the Okhrana. You might have guessed which road I'm going down, here. Disinformation and the 2016 election.

Let's dispense with the denials. Facts don't matter, in matters of belief. We know that. Only faith counts. If you want to think Hillary Clinton ran a pedophile ring out of the basement of a DC pizza parlor, you're not going to doubt your convictions when you find out the pizza joint in question doesn't have a basement. It's obvious I'm only trying to throw sand in your eyes, distract you with inessentials, because the essential is the Deep State, the interlocking conspiracy of - ah, Jesus. I don't have the patience. You can insert [BLANK] here, fluoridation, alien abductions, or whatever the latest grievance is.

Stop me if you've heard this. Let's talk means, motive, and opportunity. Actually, motive doesn't need to take up much of our time. It's obvious the Russians are enjoying terrific benefits at our expense. The minimum damage is a widening mistrust of American political institutions, along with the collapse of a common language and our failure to engage in a national conversation. We've turned a deaf ear to any voices but our own.

Now of course this is a self-inflicted wound, and we didn't need the Russians to help, but why should they stand idly by when the opportunity was offered to them?

People, understandably, get stuck on the means. Social media seems so transient, and shallow. How can a platform that gives us the internal monologues of Kanye and Kim have such a fatal effect? How can it be so consequential?

The penetration of social media in the everyday, its ubiquity, and the Internet presence generally, is too big a mouthful for me. That's cultural anthropology, or maybe sociopathology, if such exists. I'm just taking a look at the mechanics. If you can fix a horse race, how do you fix the Internet, in that same sense?

There's a tool content providers use called Search Engine Optimization - SEO. It's similar in a way to product placement, in a movie or on TV, a shot of the Apple logo, or a Dos Equis label on a bottle of beer. You want to draw web traffic to your sites, your sponsors, your content. A lot of web content masquerades as information. When you search for 'dental implants,' for example, or 'Mini-Cooper replacement wiper blades,' very often the top result is a tutorial. It appears as information, but it's a stealth sales pitch. The way to get Google's filters to feature this result is with trigger phrases, which optimize the search. The trick is to second-guess which keywords are most likely to be entered as search parameters, which games the system.

Search algorithms provide the closest match. You can load the dice. The higher the frequency of your triggers, the higher your SEO, and the higher results you'll return. It's pretty much an article of faith that most people won't scroll past the first ten results of any given search, and if you could weight the results, it might appear there was consensus on, say, the efficacy of dental implants.

We can apply this lesson in virtual marketing to any kind of content. Suppose we could leverage Benghazi to mean not simply a place on the map, but a leadership failure of the Obama presidency and the personal responsibility of then Secretary of State Clinton. If every web search generated six or eight results that followed this narrative, you'd be forgiven for thinking it was the received wisdom.

Stories like this can be placed using private blog networks or dummy websites. These are the robocall centers of the Internet. One will sell space on 900 sites for twenty bucks a pop. Another publishes on a network of 2,000 sites for $225. These sites aren't curated, not in the sense of being checked for accuracy. Their purpose is to maximize search hits, and boost traffic volume, which multiplies the hits exponentially, and so on. It's circular.

It's not as dramatic as a daylight terror attack, and it doesn't have the same deterrent effect as throwing a turbulent priest or muck-raking journalist off the top of a forty-story building, but the fact that it's so pedestrian actually recommends it. It's basically a data-driven model of what's long been known as Black Propaganda.

The question isn't why would the Russians want to poison the American political well, the question is why wouldn't they? They're playing the long game. This isn't some anti-Bolshevik hysteria, this is geopolitics, the place of nations, the uses of power. Clandestine warfare is no less real or violent for being hidden.

The Girl in the Lagoon: Martin Cruz Smith

Martin Cruz Smith made his bones with Gorky Park. I remember its jaw-dropping singularity, almost a science fiction conceit, where the oddness of the whole is captured by tilting everyday detail ninety degrees from square. It got its effects from accumulation. There was also a slight alteration of rhythm, a kind of stutter or hesitation to the language, the words careful and exact, but somehow dealt face-down, like a card trick. You were surprised when they were turned over, showing a jack when you expected an ace. It felt, you might say, a little Russian, an unfamiliar alphabet, a new terrain to navigate.

Of the next two Renko books, Polar Star was terrifically compelling, and Red Square, for my money, delivered the most satisfying finish, but in between Gorky Park and Polar Star came a standalone, Stallion Gate. The guy gets my vote for sheer audacity. Stallion Gate is about Los Alamos and the Manhattan Project. I've nibbled around the edges of this subject meself, and you can only go one of two ways, I think, either gnomic and allusive or full frontal. No half-measures. Smith takes the bet, all or nothing, and Stallion Gate is high-risk, spending the writer's own capital, not coasting on the interest. He almost recovers his investment. The book is just that - almost. You can make out the shadow it casts, and the signature of the wind scouring the sand, but it never quite fills its own sails.

There have been eight Arkady Renko thrillers in all, to date, and in between, three more novels without him. Rose, which came out in 1996, is to my mind very underrated, a Victorian historical Gothic (not at all pastiche), a steam engine of a book, a mechanical wonder, hissing and dripping with condensation, levers and armatures, drive shafts and metal fatigue, shaking the rails. Sort of a cross between John Buchan and Wilkie Collins. December 6th, from 2002, is a Tokyo spy story - the title gives that away - and a nice play on the gaijin as secret agent, first cousin to the Raj-boy Kim, echoes of Philip Kerr and Alan Furst. I found it hugely entertaining.

Which brings us to the latest release, actually in 2016, The Girl from Venice. I'd call it a departure, or at least somewhat. It has the guileless and obstinate Martin Cruz Smith hero, marooned by his honor, and the ominously claustrophobic menace of the time period, the exhausted last gasp of Fascist Italy, the Americans clawing their way north, the Germans fighting a stubborn rearguard action. On the other hand, Cenzo, the lead, has an endearing sweetness to his nature, and to all intents, the book is at heart a romantic fable.

Magic realism isn't something you'd anticipate from this writer, and The Girl from Venice isn't, exactly. But there's an unexpected playfulness. I kept waiting for the darkness to swallow everybody up, and it doesn't happen. Yes, we definitely get some nasty, sinister people drifting in and out, and the girl Giulia is the last survivor of a Jewish family, lost to the fortunes of war. For all his clownishness, Il Duce has caused enormous human dislocation and suffering. You're not saddened in the least when the Red partisans catch up to him. This stuff happens, though, mostly off-stage. You don't get a lot of explicit. The heroics, too, are kind of muted and self-deprecating. like Cenzo himself. We know innocence is a casualty of war, and all too many innocents, but in this telling, basta.

POSTSCRIPT

I met Bill Smith at Left Coast Crime in Santa Fe, a few years back. He was getting over some grievous upper respiratory crud, his voice playing hide-and-seek, but he was extremely game and gracious. He did a long Q&A (the most recent book was Three Stations), and soldiered through with humor and patience. He gave good weight.

We talked briefly the next day, about the end of the Cold War, mostly, and when at one point I mentioned having been a Russian intelligence linguist, he admitted he didn't really speak much Russian. I think my jaw did literally drop. Bill ducked his head and smiled. He'd always used a wingman, he said, the better to get it right.

Red Square turns on a mistranslation from English to Russian, or more specifically, a misunderstanding by an American whose idiomatic Russian is almost but not quite native. "Square," a public space, vice "square," the geometric shape, but in Russian usage, two different words, ploshchad' for the place, kvadrat for the other.

Where did Bill Smith, whose command of Russian isn't what it might be, happen across the distinction? Perhaps it was luck, reaching out to pluck at his sleeve like an old Baba Yaga on the Moscow subway platform, trying to sell books of matches or locks of Stalin's hair.

Wet Work

All this talk of spies, and Russian manipulation, plots divers and devious, is enough to make more than a few of us nostalgic for the Cold War. My pal Carolyn sent me a link to a recent Dexter Filkins piece in The New Yorker which speculates 'nostalgic' ain't the half of it, the body count going up as scores are settled.

We're on shaky ground here, in the Twilight Zone between coincidence and conspiracy. The politically suspect have been raw meat for years, inside Russia, journalists a favorite target, but the received wisdom has always been that the security organs don't operate with impunity in the U.S. I'm not so sure. Historically, we've got the murder of Gen. Walter Krivitsky, in 1941. His death was ruled suicide, but informed opinion agrees that NKVD rigged it to look that way. (Krivitsky died six months after they got to Trotsky, in Mexico.) Then there's Laurence Duggan, who fell out of a 16th-story window in New York in 1948. He had a meeting scheduled with his Soviet control that day. You think to yourself, Okay, but that was Stalin, this isn't the old days, when Yezhov and Beria could conjure up triggermen like dragon's teeth. Then again, who exactly is Vladimir Putin if not a wolf in wolf's clothing?

What we're talking about is the possibility, at least, that Russian state security is fielding hit teams on American soil. In the past, these were proxy killings, and they took place in client states or satellites. Western and Eastern Europe, Latin America, Africa, Asia. Very seldom, if ever, would you take out the pros on either team, the agent-runners, KGB, CIA, the Brits, the Israelis. You compromised their assets, you sowed discord and misdirection, you put them at cross-purposes, but you didn't knock 'em off like gangland rivals. And we didn't go after targets in the Soviet Union, they didn't come after targets Stateside. That seemed to be the unspoken agreement, anyway. Professional courtesy. Elsewhere was fair game. Berlin, or Vienna. Helsinki, Athens, Istanbul. And the Third World? You couldn't even trust the water.

It all changed in late 2006, with the assassination of Alexander Litvinenko. We'd had the killing of Georgi Markov, the Bulgarian dissident, in the UK. This was back in 1978, the notorious poisoned pellet in an umbrella tip - Bulgaria's secret service, the DS, borrowed the toxin from KGB, it's thought. Nobody ever made the case, though. Markov was a one-off. (Not exactly. There was another Bulgarian, in Paris, ten days earlier.) Or maybe the DS operation was rogue? (Not that, either. There's good collateral KGB sponsored it.) In the event, the trail went cold. This isn't to say nobody cared about Markov, but it was a story that flared briefly, and petered out. We're talking about Bulgaria, after all. How many people can find it on a map? More to the point, Markov's murder didn't indicate a pattern. It was an anomaly. And then, almost thirty years later, Litvinenko. Another exotic poison, in this instance, polonium. A defector, a known enemy, a slanderer, and a personal insult to Vladimir Putin that the son-of-a-bitch is still walking around.

The issue for the Kremlin seems to be that people like Litvinenko, and the opposition politician Sergei Yushenkov, and the reporter Anna Politkovskaya, just won't shut up. The three of them are now dead, of course. The bone that got stuck in their throat appears to have been Chechnya. Chechen terrorists were blamed for the apartment bombings in Moscow and two other cities in 1999 that gave Putin political cover to jump-start the Second Chechen War. In a fourth city, Ryazan, a team of FSB covert operatives were arrested after planting explosives, and the story went round that all of the apartment bombings were a security service provovcation, a false-flag attack. Then there's the Moscow theater siege in 2002, which people have also suggested was a provocation, and there's the Beslan school hostage massacre in 2004. Three events pinned on Islamic jihadis from the Caucasus, and used to prosecute the war with increasing brutality - scorched earth, in effect - and three events possibly orchestrated or abetted by federal security agencies. The stories aren't going to stop, but they've become whispers and hearsay, their voices have been lost, along with Litvinenko, Yushenkov, and Politkovskaya.

Using state security, or the Mafia, or freelance private contractors, to settle up your debts can be habit-forming. You get a taste for it. And quite possibly, you get bolder, or maybe you just don't care if you leave your handwriting. When you come down to it, what's the point of intimidation, if you don't sign your name?

In his New Yorker piece, Dexter Filkins floats a few possibilities, U.S. targets, ex-pat critics of the Kremlin who wound up in the hospital, or dead. If targeted they were. It's a tough call. Guy gets drunk and chokes on a piece of chicken? Could happen. Guy gets beaten to death in a hotel room? Seems less like a happy accident. What about the guy who had a gun put to his head? Nobody murmured in your ear, "Michael Corleone sends his regards." There's nothing solid to go on. All we can say is, This happened before, and such-and-such didn't. We're left with supposition and suspicion.

Here's a supposition. Putin thinks he can get away with murder because he has, it's that simple. As for the niceties, or the courtesy, well. Chert vozmy. The devil take it. This is somebody who doesn't even have to pretend to courtesy. Still. It presents an uneven risk-benefit ratio. My guess is that it's more about, Who will rid me of this tempestuous priest? In other words, it isn't Putin's express bidding. He doesn't have to put pen to paper, or even raise his voice. Oligarchs and Mafia bosses kiss his ring. The thought is father to the deed.

One other thing. Rules of engagement aside, it seems awfully petty to put so much energy into hunting down a few loudmouths, mostly nuisance value, sticks and stones. You have to take yourself pretty seriously to take them so seriously. Which is I guess the point. We imagine that Power is the great engine, the dynamic that shapes men, and history. What if it's just vanity, or hurt feelings?
