The American Registry for Internet Numbers (ARIN) distributes Internet number resources, including IP addresses, in Canada, many Caribbean and North Atlantic islands, and the United States. As a nonprofit, member-based organization, ARIN supports the operation of the Internet through the management of Internet number resources throughout its service region; coordinates the development of policies by the community for the management of Internet Protocol number resources; and advances the Internet through informational outreach.

    ARIN's Number Resource Policy Manual (NRPM) has been updated: NRPM version 2026.1 is now in effect as of 3 March 2026, superseding the previous version. WHAT'S NEW At its meeting on 15 December 2025, the ARIN Board of Trustees adopted ARIN-2025-2: Clarify 8.5.1 Registration Services Agreement. This policy update provides clarification on Registration Services Agreement requirements, improving transparency and consistency in ARIN's resource management processes. About the NRPM: The Number Resource Policy Manual is the authoritative guide to ARIN's policies governing the distribution and management of Internet number resources (IPv4, IPv6, and ASNs) in our region. It reflects the community's collective decisions about how these critical Internet resources should be allocated and managed. Community-Driven Process: Every policy in the NRPM originates from ARIN's bottom-up, multistakeholder Policy Development Process. Community members propose policies, discuss them on the Public Policy Mailing List and at ARIN meetings, and the ARIN Advisory Council shepherds them through the process. The Board of Trustees reviews and adopts policies that have achieved community consensus. This transparent, inclusive process ensures that the rules governing Internet number resources reflect the needs and values of the organizations using them.     IPv6 was designed to solve IPv4 exhaustion — yet more than two decades later, global adoption remains inconsistent. This analysis from IPXO examines why IPv6 adoption still lags and explores seven core challenges that continue to slow the transition: 1. Incompatibility Between IPv4 and IPv6 The protocols cannot communicate directly, forcing organizations to run dual-stack systems or use tunneling/translation mechanisms — adding complexity and cost. 2. Legacy Infrastructure That Cannot Support IPv6 Older routers, firewalls, operating systems, and applications weren't designed for IPv6. Replacing or upgrading this equipment is expensive and often delayed due to budget constraints. 3. Deployment Cost, Risk, and Unclear ROI IPv6 doesn't deliver immediate financial returns. It requires investment in hardware, training, security redesign, and operational restructuring — often getting deprioritized in favor of projects with more direct business value. 4. A Global Shortage of IPv6 Expertise IPv6 introduces new concepts (SLAAC, Neighbor Discovery, new security behaviors) unfamiliar to engineers trained solely on IPv4. Without strong internal expertise, organizations hesitate to deploy widely. 5. Security Concerns and Dual-Protocol Blind Spots IPv6 was sometimes enabled by default when organizations were unprepared to secure it, creating "shadow networks" with unmonitored traffic. Early tools lacked IPv6 support, and security practices still lag behind IPv4 preparedness. 6. Low End-User Awareness and Minimal Consumer Demand Most consumers don't notice or request IPv6. Without user pressure, ISPs, enterprises, and vendors lack urgency to accelerate deployment. 7. Increased Operational Complexity During Dual-Stack Transition Running both IPv4 and IPv6 doubles configuration and troubleshooting workloads. Managing two address plans, routing systems, and security policies adds complexity many IT teams prefer to avoid. The Reality: IPv6 adoption is progressing, but dual-stack deployments will continue for years. IPv4 scarcity and cost remain immediate challenges, making transitional strategies essential.
