Definitely doesn't deserve the low rating. Yeah, it's a silly movie, but that's what it's supposed to be, and some scenes had me laughing out loud. My wife just looked at me and wondered what my problem is then went off to bed, so she wasn't a fan. I can imagine the performers had quite a good time with it, especially Banderas. I've seen far worse comedies.
