    Strong, fair-minded message, but less than a thrill a minute

    This one didn't play for many weeks in the theaters. It spends a long beginning jumping from character to character while not much happens and what does happen is random and often mundane. We see that life is tough in South Tel Aviv. It's tough for the illegal immigrants, for the legal immigrants, and for the native-born. The movie is quite fair-minded that way; it points at problems without setting up any individual or group as the villain. All it presents is well-meaning people whose fate we come to care about-- eventually, once their fragments of screen time add up to enough. I suppose the title is supposed to remind us that from the outside, these folks are seen unfairly as nothing but instruments for getting work done. The title is out of date, though; these days manpower is politely termed "human resources" or even "human capital" even if not necessarily treated any better.
