Writer Aaron Ruben was given this project by producer Fred Silverman who thought that it was a good idea for a show. Ruben grudgingly accepted and did research on homeless shelters to get some ideas. It was no help because he said that all he found was sadness and despair. A pilot was made and shown to the network executives who realized that the show would not work.
