The inspiration for the script came when the director, Jack Gattanella, found his car was towed in Manhattan. He waited for hours on end at an impound lot, which he described as "a Cold War Gulag." Surrounded by similar people waiting for their vehicles, some waiting as long as six hours, the spark came to make a story in the tradition of surrealists Luis Buñuel and Franz Kafka.
