1944 In Moscow, the Dead Head gang is operating, which attacks only bandits and leaves drawings with portraits of the murdered victims at the crime scene. Police Major Efimych and his assistant Alexander Sazonov are assigned to investigate their activities.

Sergeant Kostenko, a former colleague of Sazonov, comes to work for Efimych in the department. Alexander meets the librarian Sveta and falls in love with her, and three bandits from the Dead Head, led by Transparent, commit a new murder.

Efimych and Sazonov find out that the style of the new murder is very different from the previous ones. This makes them think that the bandits are not so united. The operatives go in search of Shtepa in order to get on the trail of the Artist.

The operatives come to the conclusion that Transparent and his accomplices were recruited during the occupation. Efimych and Sazonov suspect that in fact the "Dead Head" may be a carefully prepared sabotage group, and the Artist - a spy.

Pulner warns the operatives that now information about the weapons of the Dead Head gang is strictly classified. Sazonov and Efimych ask the thief in law Liver to help find Shtepa, and in the meantime, the new head of the troikas, the Chancellor, is announced in the city.

Liver sends his assistant Guba to search for Shtepa, hoping to reach the Dead Head through him, and Efimych and Sazonov take on the investigation of a new murder. Sazonov is sure that the gang has split and the criminals are now openly at war with the Artist.

Rudakov's boss tells him that Zhurbin was involved in an operation codenamed "Waltz" and advises him to talk to Alexey Petrov, who was also part of the secret group.

Petrov is found murdered in his apartment. In addition, the folder with secret documents disappears. Rudakov learns that a German agent under the pseudonym Wagner was abandoned in Moscow, who infiltrated the law enforcement agencies, and Efimych decides to catch Transparent's gang with live bait.

Efimych, Sazonov and the bandits are trying to find out when the obshchak money will arrive in Moscow. Lyusya volunteers to help Sazonov, but in return asks to deal with a bandit nicknamed the Dragon. Meanwhile, Rudakov is investigating the murder of Petrov and finds new evidence.

Operatives are developing an operation to capture the Dead Head gang. They decide to take one of the criminals alive in order to get on Wagner's trail. Rudakov finds out that Petrov was playing a double game and goes in search of his son.

Efimych believes that there is a mole on Petrovka, and is trying to find out who is leaking information to the "Dead Head". Rudakov seeks to exhume the body of Petrov's son, but his grave turns out to be empty.

At the scene of a shootout in a cafe, Efimych finds an American submachine gun. He understands that the criminals came for the Artist. Kostenko and Sazonov suspect that Rudakov may be the leader of the gang, while he is on the trail of the German officer Otto Richter.

Trying to lure Sazonov out, the Chancellor and Transparent kill Sveta. Sazonov deals with Transparent, and the Chancellor manages to escape. Meanwhile, thousands of German prisoners of war are arriving in Moscow to participate in a march codenamed "The Big Waltz".

Sazonov confesses to Yefimych and Kostenko that he supervised a gang of criminals. Now they have to figure out Wagner, and Sazonov offers operatives cooperation to thwart his plans.

Saboteurs from the team of Kostrov and the Chancellor are collecting weapons all over the city and preparing for an attack. Rudakov offers to cancel the operation "Waltz", but Krivtsov objects. Sazonov, Kostenko and Yefimych ambush the criminals.

Sazonov is trying to find out where the criminals are hiding weapons while there is a meeting on Petrovka about Operation Waltz. Will the operatives have time to neutralize the saboteurs and save Moscow?
