Johnny Learns His Manners

In this late Hugh Harman cartoon, little Johnny is slovenly, ill-mannered, argumentative, and gradually turns into a pig so that his dog doesn't recognize him. Can he reform and return to being a little boy?

I say it's a cartoon, but really it's mostly a cleaned-up pencil test. Harman had continued to work even after his partnership with Rudolf Ising in producing cartoons for theatrical release by MGM had ended. Now he was producing industrial films. In this one, we see some nice drawings narrated by an unnamed speaker, with only occasional details animated: mostly eye movement. Does this mean it was never finished nor sold?
