Banner's prevention of the Hulk's creation would cause a great many other problems. For one, Rick and Banner's friendship had developed as a direct result of the gamma bomb accident. Banner preventing Rick from entering the test site would completely erase the friendship they had formed, and Rick wouldn't be a part of his life. Next, a lot of the threats presented in each episode were thwarted because of the Hulk's intervention. In a time line without the Hulk, all those dangers would have happened. The listing of problems that would result in preventing the Hulk's creation are endless.
