Prior to the reform, Chinese cops are just like those of former-Soviet states: serious, wooden, and unapproachable like machines. In the era of reform, cops needed to get in touch with the public/community and the first step was to be more human-like instead of machine. It was difficult to adjust and this movie shows the process.
