      While countries were still deciding which songs to send to this year's competition, the European Broadcasting Union decided to reinstate the rule that each country had to perform their song in its official national language (or languages), only allowing loose words in other languages. As, when the rule was reinstated, Germany and Belgium had already chosen their songs in English, they were the only two countries allowed to sing in English this year apart from the United Kingdom and Ireland.
