The cartoon industry has always been defined by how it looks. Animation is one of the most important aspects of a cartoon, but some '90s hits and forgotten failures have aged incredibly poorly when it comes to their visual style. Regardless of the techniques used, these shows couldn't match their competition.

Terrible movements, simplistic designs, a poor color palette, and uninspired background scenery are just some examples of how animation can be devalued. Budget and time will always be restraints on the industry, but compared to the successes of the '90s, it's incredible these looks made it to air.

Watching Euphoria’s Rue space out or Cassie dress up as an extra from Oklahoma! is now TV’s messy binge-watch of choice. For early 2000s Brits, the obsession started with Cbbc’s The Story of Tracy Beaker.

At its core, the premise was simple. Swap out a high school filled with curious and complicated characters for a foster care home called the Dumping Ground, sit back, and let the rest take care of itself. Ten-year-old Tracy (Dani Harmer) is sent back into temporary care after a failed adoption placement and is often told she has behavioural problems. Alongside a fresh crop of clueless social workers, Tracy lives with a motley crew of mischievous pranksters, including her arch nemesis Justine Littlewood.

It's been more than a decade since the 1990s ended, yet the Internet can't seem to go a day without a reminder of the neon slap bracelets that may have been banned from your school.

Yes, we get it. Times are tough and there's comfort in reflection, but enough is enough.

I want to make you aware of something that isn’t going to be for all of our readers though I think more of you out there will find this an interesting grab despite its contents. Mill Creek has been sending us some excellent Halloween treats available at some very reasonable prices perfect for a variety of tastes and age groups. As you may know I have a gruesome twosome of little ones at home. Let’s just say that I don’t shy away from showing them some spooky offerings especially around Halloween. My little girls, aged eleven months and eight years old, love TV, and I am making it my duty to get them into the Halloween spirit and darker cartoons and age appropriate horror. For those of you who want to get on my ass about “too much TV” for kids, I am the product of my TV; shove it.

Toronto -- After the "Cat in the Hat," Portfolio Entertainment has pulled out a rabbit with a flourish by hiring veteran Louis Fournier to take the Canadian indie distributor to the next level.

He has the credentials. Fournier was head of distribution at Cinar Corp., the creator of animated hits like "Arthur," "Caillou" and "Mona the Vampire," before the Canadian animation house, felled by a financial scandal, was sold in 2004 to a consortium led by former Nelvana co-founder Michael Hirsh and renamed the Cookie Jar Entertainment.

After moving from Montreal indie producers Galafilm to Tribal Nova, Fournier now lands in Toronto to fill the newly created post of vp sales and acquisitions at Portfolio Entertainment.

Portfolio, founded and run since 1991 by Joy Rosen and Lisa Olfman, has been a mainstay at the two MIPs and other TV markets but has never stood out with a calling-card series.

That changed when...

Mexico's Hi-tv, a new free-to-air digital multi-channel system, enters into a program acquisitions deal with Cookie Jar Entertainment, which includes 1,200 library titles. Cookie Jar Entertainment series that will be available in the new platform include Arthur, Mona the Vampire, Sabrina: the Animated Series and Dino Squad. Hi-tv will also offer a range of Cookie Jar series that have never aired in Mexico before. Hi-tv is a business unit of Grupo Salinas.

Jaroo.com launches today with one of the largest selections of full-length episodes of popular kids television programming and movies, both current and classic. The new free premium video destination for kids of all ages will initially offer over 50 popular TV series with more than 500 episodes available on-demand, any time, making entertaining your child or inner-child just a simple click away. Full episodes of such longtime favorites as “Inspector Gadget”, “Johnny Test”, “Super Mario Bros.”, “Zelda”, “The Adventures of Paddington Bear” and “Madeline” as well as the exclusive U.

Jaroo comes to the Internet on Tuesday with the aim of being a sort of Hulu for kids.

Jaroo.com is from Cookie Jar Entertainment, the 5-year-old Canadian company that doubled its library last year when it purchased Dic Entertainment for $83 million.

Jaroo launches with 50 TV series and 500 episodes, though it is digitizing its library of 6,000 episodes to ensure fairly rapid growth, said Ken Locker, senior vp digital media.

Like Hulu, the Web site features TV shows that can be watched for free. Each 22-minute episode contains up to 90 seconds of commercials that cannot be skipped.

But unlike Hulu, Jaroo content, including the commercials, is aimed at kids ages 4-12.

Content comes exclusively from Cookie Jar's library, though discussions are under way with competitors who might add shows. And, like Hulu is a joint partnership consisting of NBC Universal, Fox, Disney and others, Jaroo is not averse to adding equity partners,...
