Go to the item list, and select any HM. Attempt to use it on a Pokemon. Before you do, the text below will say "Use TM on which Pokemon?". However, you are attempting to use an HM, not a TM.

In the original Japanese version, the old man in Viridian City says he blocked your progress earlier because he was drunk. However, in the English versions, this line was cut out, and instead he says he's had his coffee.
